Welcome to a meeting of the Lomita City Council. The City of Lomita appreciates your attendance. Comments, input, and interests from the public provide the City Council with valuable information regarding issues of the community. Council meetings are held on the 1st and 3rd Tuesday of every month at 6:00 p.m. in the Council Chambers located at Lomita City Hall, 24300 Narbonne, Avenue, Lomita, CA. Meetings are conducted in person  and streamed online at https://lomitacity.com/agendas-minutes/.  Please note that in person attendance at this public meeting may result in the recording and broadcast of your image.

 

To address the Council, please fill out a card located at the entrance indicating your desire to speak on either a specific agenda item or under Oral Communications and give it to the City Clerk. Your name will be called when it is your turn to speak. All public comments are limited to a maximum of three (3) minutes unless an extension is granted.  No action may be taken on items not on the agenda except as provided by law.

 

In compliance with the Americans with Disabilities Act (ADA) if you need special assistance to participate in this meeting, please contact the office of the City Clerk at (310) 325-7110. Notification at least forty-eight (48) hours prior to the meeting will enable the City to make reasonable arrangements.

Resolution Certifying the Results of the General Municipal Election Held on Tuesday, November 5, 2024 

 

RECOMMENDED ACTION:  Adopt Resolution No. 2024-36 reciting the fact of the General Municipal Election consolidated with the statewide general election held on November 5, 2024, declaring the results and such other matters as provided by law.

SELECTION OF MAYOR AND MAYOR PRO TEM FOR A ONE-YEAR TERM

 

RECOMMENDED ACTION:  City Council discuss and select a Mayor and Mayor Pro Tem for a one-year term; present plaque to outgoing mayor and receive remarks.

ORAL COMMUNICATIONS

 

Persons wishing to speak on Consent Agenda items or subjects other than those scheduled are requested to do so at this time. In order to conduct a timely meeting, a three (3) minute time limit per person has been established. Government Code Section 54954.2 prohibits the Council from discussing or taking action on a specific item unless it appears on a posted agenda.

RECOMMENDED ACTION:  Award an Agreement for Urban Forestry & Inventory Services to United Pacific Services, Inc. for an amount not to exceed $70,414 per year for a three year term; and authorize the City Manager to execute the Agreement.

Consideration of the Acceptance of the City's Audit Report and Annual Comprehensive Financial Report for Fiscal Year 2023-2024

 

RECOMMENDED ACTION:  Receive and file the Fiscal Year 2023-2024 Annual Comprehensive Financial Report (ACFR).

First Amendment to the Agreement with Hazen and Sawyer for Design Services for the Downtown Lomita Multi-Benefit Stormwater Project

 

RECOMMENDED ACTION:  Approve the First Amendment to Agreement 2023-49 with Hazen and Sawyer for Design Services for the Downtown Lomita Multi-Benefit Stormwater Project; approve Change Order No. 1; appropriate an additional $215,740 plus a 10% contingency of $21,574 for unexpected costs in a total amount not to exceed $237,314 from Measure W Municipal Fund; and authorize the City Manager to execute the Amendment.

Second Reading of an Ordinance Approving Zoning Text Amendment No. 2024-06 Updating the Lomita Municipal Code Relating to Accessory Dwelling Units and Junior Accessory Dwelling Units to Comply with Recent Changes in  State Law

 

RECOMMENDED ACTION:  Adopt Ordinance No. 866 and direct the City Clerk to file a copy of the Ordinance with the State Department of Housing and Community Development.

RECOMMENDED ACTION:   Open the public hearing, receive public testimony, close the public hearing, waive full reading, and by motion adopt Urgency Ordinance No. 867U; introduce on first reading Ordinance No. 868; and direct staff to schedule the second reading and possible adoption of Ordinance No. 868 at the January 21, 2025, Regular City Council meeting.
